Idle dialog doesn't display
Sometimes when idle is detected, jtimer stop timing (gray icon)
but idle dialog doesn't display.

Clean org.nuiton.validator.xwork2.XWork2ValidatorUtil init code
We are using *UnknownHandlerConfig* API which is not necessary and breaks while upgrading to xworks-core 2.3.20.
Remove unecessary code (tested with xworks-core 2.3.16.3 and 2.3.30).
